That's code for lots and lots of hot glue!
Just like other bows I've done, this is super simple.

Fabric folded over and hot glued together. to make a tube.
keep the seam line in the center. (this will be the back of the bow)
Fold the ends over to the center of the back and hot glue in place.
Gather up the center.
Fold a smaller piece over on itself, hot glue it around the center.
Hot glue a hair clip on the back.
